นายกเทศมนตรีนครขอนแก่น พร้อมด้วยรองนายกเทศมนตรี สมาชิกสภาเทศบาล หัวหน้าส่วนงานเทศบาล และพนักงานเทศบาล รับโล่ “รางวัลอุตสาหกรรมการท่องเที่ยวไทย (Thailand Tourism Awards) ครั้งที่ 11 ประจำปี 2560” รางวัลดีเด่น ประเภทองค์กรสนับสนุนและส่งเสริมการท่องเที่ยว จากสำนักงานใหญ่การท่องเที่ยวแห่งประเทศไทย (ททท.) วันพุธที่ 27 กันยายน 2560 เวลา 16.00 น. ณ ห้องรอยัล พารากอนฮอล์ 3 ห้างสรรพสินค้าสยามพารากอน กรุงเทพฯ นายธีระศักดิ์ ฑีฆายุพันธุ์ นายกเทศมนตรีนครขอนแก่น เข้ารับโล่ “รางวัลอุตสาหกรรมการท่องเที่ยวไทย (Thailand Tourism Awards) ครั้งที่ 11 ประจำปี 2560 หรือ รางวัลกินรี” รางวัลดีเด่น ประเภทองค์กรสนับสนุนและส่งเสริมการท่องเที่ยว จากสำนักงานใหญ่การท่องเที่ยวแห่งประเทศไทย (ททท.)

ซึ่งมีคณะผู้บริหาร สมาชิกสภาเทศบาล หัวหน้าส่วนงานเทศบาล และพนักงานเทศบาล ร่วมแสดงความยินดีและร่วมเสวนาแลกเปลี่ยนเรียนรู้ในครั้งนี้ด้วย ได้แก่ นายชัชวาล พรอมรธรรม รองนายกเทศมนตรี นายสุเทพ คุณกิตติ เลขานุการนายกเทศมนตรี นางสาวนันทวัลย์ ไกรศรีวรรธนะ รองประธานสภาเทศบาล สมาชิกสภาเทศบาล (นายธณภณ กิตติวิมลชัย นายปรมินทร์ เลาหะพันธุ์ นายกฤษฎ์ สว่างไสว นายวรินทร์ เอกบุรินทร์) ดร.กฤษณวรุณ ไชยนิจ ปลัดเทศบาล นางกฤษณา แสนสะอาด รองปลัดเทศบาล นางวรพรรณ ธุลีจันทร์ ผอ.กองวิชาการและแผนงาน นายอดิศักดิ์ สมจิตต์ หัวหน้าสำนักปลัดเทศบาล นายทัศนัย ประจวบมอญ ผอ.ส่วนส่งเสริมสาธารณสุขฯ นายทศพล วงศ์อาษา ผอ.ส่วนช่างสุขาภิบาล ได้รับเกียรติจาก พลเอก ธนะศักดิ์ ปฏิมาประกร รองนายกรัฐมนตรีเป็นประธานในพิธีมอบรางวัล

สำหรับรางวัลกินรีมีวัตถุประสงค์เพื่อส่งเสริมและยกระดับผู้ประกอบการในอุตสาหกรรมท่องเที่ยวทุกสาขา ตลอดจนภาครัฐ เอกชน และชุมชนท้องถิ่นที่เข้ามามีส่วนร่วมทางการท่องเที่ยวให้เกิดการพัฒนาและแข่งขันในเชิงคุณภาพด้านการบริหารจัดการทางการท่องเที่ยวในมิติของคุณค่าและความยั่งยืน มีหลักเกณฑ์การประเมิน 4 ข้อ คือ การบริหารจัดการการท่องเที่ยวอย่างยั่งยืน ,การประยุกต์ใช้หลักปรัชญาเศรษฐกิจพอเพียง ,การประยุกต์แนวคิดการสร้างสรรค์คุณค่า (Value Creation) และนวัตกรรมเชิงคุณค่า (Value Innovation) และการมีความพร้อมในการส่งเสริมการตลาดท่องเที่ยว

ทั้งนี้ เทศบาลนครขอนแก่นได้นำเสนอโครงการ “งานประเพณีสุดยอดสงกรานต์อีสาน เทศกาลดอกคูนเสียงแคน และถนนข้าวเหนียว” รายละเอียดพอสังเขป ดังนี้ งานประเพณีสุดยอดสงกรานต์อีสาน เทศกาลดอกคูนเสียงแคน และถนนข้าวเหนียว เป็นการสร้างอัตลักษณ์ของเมืองสู่ฐานที่มั่นทางวัฒนธรรมร่วมสมัย โดยนำเอกลักษณ์ขอนแก่น คือ เสียงแคน ดอกคูน(ดอกไม้ประจำจังหวัด) และมนต์เสน่ห์วิถีชีวิตของคนขอนแก่น เชื่อมโยงกันด้วยสายน้ำที่ชุ่มเย็นผ่านการจัดงานสงกรานต์ ดังนั้น “งานวันดอกคูนบาน” จึงเริ่มจัดขึ้นมาตั้งแต่ ปี 2531 ต่อมาได้เปลี่ยนชื่อเป็น “งานประเพณีสงกรานต์ เทศกาลดอกคูนเสียงแคน” และได้เปลี่ยนชื่อเป็น “งานประเพณีสุดยอดสงกรานต์อีสาน เทศกาลดอกคูนเสียงแคนและถนนข้าวเหนียว” จนถึงปัจจุบัน ในอดีตนั้นงานสงกรานต์ขอนแก่นยังไม่ได้รับความสนใจจากนักท่องเที่ยว มีแต่ชาวขอนแก่นที่เข้าร่วมชมกิจกรรมเป็นส่วนใหญ่ ต่อมาเมื่อปี 2545 เทศบาลนครขอนแก่นจึงมีแนวคิดที่จะผลักดันให้เกิดงานสุดยอดสงกรานต์อีสานที่จังหวัดขอนแก่น จึงได้เสนอถนนสายหลักที่เล่นน้ำสงกรานต์ได้สนุกสนาน เช่นเดียวกับถนนข้าวสารที่กรุงเทพฯ จึงใช้ชื่อสถานที่ว่า “ถนนข้าวเหนียว” ณ พื้นที่ถนนบริเวณหลังสำนักงานเทศบาลนครขอนแก่น ซึ่งก็ได้รับการตอบรับเป็นอย่างดีจากชาวขอนแก่นและใกล้เคียงแต่เนื่องจากถนนดังกล่าวมีความคับแคบ จึงทำให้เมื่อปี 2546 ย้ายมาอยู่ที่ถนนศรีจันทร์ โดยมีเวทีกิจกรรมที่น่าสนใจ ทำให้ถนนศรีจันทร์แห่งนี้มีสีสันความสนุกตั้งแต่นั้นเป็นต้นมา แต่เมื่อ ปี 2547 ได้มีการเปลี่ยนแนวคิดให้การเล่นน้ำสงกรานต์ที่ถนนข้าวเหนียว ให้เป็นงานสงกรานต์ที่สนุกได้โดยไม่ต้องใช้แอลกอฮอล์ เพื่อแก้ไขปัญหาการทะเลาะวิวาท การแต่งกายและการแสดงออกที่ไม่เหมาะสมของเด็กเยาวชน โดยงดรับการสนับสนุนจากบริษัทเครื่องดื่มแอลกอฮอล์ ทำให้สงกรานต์ถนนข้าวเหนียวกลายเป็นพื้นที่เล่นน้ำสงกรานต์ที่ปลอดภัย และเป็นพื้นที่การแสดงออกอย่างสร้างสรรค์ของเด็กเยาวชน จนกลายเป็นแหล่งท่องเที่ยวสำคัญแห่งหนึ่งของประเทศในช่วงเทศกาลสงกรานต์ และได้รับการยกย่องให้เป็นต้นแบบการจัดงานสงกรานต์ตระกูลข้าวปลอดเหล้า สนุกปลอดภัยไร้แอลกอฮอล์แห่งแรกของประเทศไทย ภายใต้แนวคิด “สนุก ปลอดภัย ไร้แอลกอฮอล์” ปัจจุบันเทศบาลนครขอนแก่นได้จัดงานประเพณีสุดยอดสงกรานต์อีสาน เทศกาลดอกคูนเสียงแคน และถนนข้าวเหนียว ระหว่างวันที่ 5 – 15 เมษายนของทุกปี

โดยแบ่งพื้นที่กิจกรรม 2 โซน คือ บริเวณบึงแก่นนคร เป็นโซนวัฒนธรรมที่ควรค่าแก่การอนุรักษ์ ส่วนถนนข้าวเหนียว (ถนนศรีจันทร์) เป็นโซนกิจกรรมร่วมสมัย โดยกิจกรรมที่จัดขึ้นนั้นเป็นกิจกรรมส่งเสริมทำนุบำรุงพระศาสนา อนุรักษ์สืบสานศิลปวัฒนธรรมอันดีงามของท้องถิ่น และสร้างความสามัคคีในหมู่คณะ ตลอดจนกิจกรรมสร้างความสนุกสนานเพลิดเพลิน ได้แก่ เสริมความเป็นสิริมงคลในวันขึ้นปีใหม่ไทยด้วยพิธีทำบุญตักบาตร-สรงน้ำพระพุทธรูป-รดน้ำขอพรผู้สูงอายุ พิธีอัญเชิญพระพุทธพระลับ (พระพุทธรูปคู่บ้านคู่เมืองขอนแก่น) รวมถึงความสวยงามและอลังการของขบวนแห่สงกรานต์สินไซ เนรมิตพื้นที่บริเวณลานจอดรถศาลหลักเมือง ให้เป็น“เกาะวัฒนธรรม” มีเวทีประดิษฐานพระพุทธพระลับ และพระพุทธอภัยมงคลสมังคี ตลอดจนพระพุทธรูปศักดิ์สิทธิ์จาก 20 คุ้มวัดในเขตเทศบาล ปั้นทรายกับประติมากรรมสินไซตบประทายโลก รำวงย้อนยุคของพี่น้อง 4 เขต 95 ชุมชน เชิญชวนให้ประชาชนที่เข้าร่วมกิจกรรมแต่งกายด้วยชุดไทย ผสมผสานความลงตัวกับวัฒนธรรมร่วมสมัยในการเล่นน้ำสงกรานต์ที่ถนนข้าวเหนียว การเล่น Human Wave คลื่นมนุษย์ไร้แอลกอฮอล์ การแสดงวงดนตรีพื้นเมือง และคอนเสิร์ตลูกทุ่งหมอลำ เป็นต้น โดยที่จากการคิดเชื่อมโยงระหว่างศิลปวัฒนธรรมกับความสนุกสนานอย่างสมดุล จึงทำให้“งานประเพณีสุดยอดสงกรานต์อีสานเทศกาลดอกคูนเสียงแคนและถนนข้าวเหนียว” มีชื่อเสียงเป็นที่ยอมรับทั้งในระดับประเทศและสามารถผลักดันสู่ระดับสากลอย่างแท้จริง ท้ายสุดนี้ เทศบาลนครขอนแก่น ขอขอบคุณหน่วยงานทุกภาคส่วน ทั้งภาครัฐ เอกชน พี่น้องชุมชน และชาวขอนแก่น ตลอดจนนักท่องเที่ยวที่ได้ให้ความร่วมมือ ร่วมคิด ร่วมวางแผน ร่วมทำ และที่สำคัญเป็นพลังสำคัญในการขับเคลื่อนภารกิจโดยเฉพาะอย่างยิ่ง “งานประเพณีสุดยอดสงกรานต์อีสานเทศกาลดอกคูนเสียงแคนและถนนข้าวเหนียว” ให้ประสบความสำเร็จจนสามารถได้รับ “รางวัลกินรี” ที่ถือได้ว่าเป็นเครื่องหมายการันตีถึงการทำงานที่มีทิศทางที่ถูกต้องในการจัดกิจกรรม E-vent ที่แสดงถึงการอนุรักษ์สืบสานขนบธรรมเนียมประเพณี ศิลปวัฒนธรรม และการฟื้นฟูวิถีอีสานอันเป็นเอกลักษณ์ของท้องถิ่นให้สืบทอดต่อไปจนถึงรุ่นลูกรุ่นหลาน ตลอดจนเป็นการส่งเสริมการท่องเที่ยว และส่งเสริมอาชีพของประชาชนในท้องถิ่น
